| 摘 要： | 来华留学研究生教育作为来华留学教育的重要组成部分,实现其内涵式发展是促进来华留学教育“提质增效”的必然选择,这对新时代“趋同化”治理模式下积极应对来华留学研究生教育面临的挑战提出了新要求。“趋同化”管理要求以“同中有异”的原则发展来华留学研究生教育,既要趋同管理,也要尊重差异。目前发展来华留学研究生教育存在整体生源质量有待提升、导师招收意愿不强、专业实践成效不明显及多部门联动机制尚未成熟等挑战,亟需从构建国际化来华留学研究生教育体系、发展具有中国特色的来华留学教育模式、强化质量保障体系几方面完善管理与部署,以期为实施“双一流”建设及“一带一路”倡议提供创新动力、智力支撑与决策支持。

| Abstract: | As an important part of international student education in China,achieving intensive development of international graduate education in China is an inevitable choice for international student education in China’s improvement of quality and efficiency,which puts forwards new requests for positively dealing with challenges of international graduate education in China under the convergent governance mode of the new era.Convergent management means developing international student education in China with the principle of“similarity in difference,”which not only keeps convergent governance,but also shows respect to differences.At present,there are such challenges in the development of international graduate education in China,as poor integral quality of candidates,weak recruiting willingness of supervisors,vague effect of professional practice and immaturity of multi-sectoral linkage mechanism.Therefore,there is an urgent need to strengthen management and development from the perspective of building international education system,developing educational mode with Chinese characteristics and reinforcing quality assurance system,so as to provide innovation impetus,intellectual support and decision sustainment to implementing national strategy like“Double First-class”construction and“One Belt,One Road”initiation. |
