| 摘 要： | 党的十六届四中全会明确提出构建社会主义和谐社会。和谐社会的基本特征表现在五个方面:政治民主、诚信友爱、充满活力、安定有序、人与自然的和谐相处。在当前的形势下构建社会主义和谐社会自然成为全社会的奋斗目标,而作为实现党在新时期执政理念的手段,公共政策的制定理应体现这一趋向,遂相应地被赋予某些价值的特征和取向。本文主要是讨论新形势下构建和谐社会中公共政策的应然价值取向,旨在为构建和谐社会中公共政策的发展提供一个理论导向。

| Abstract: | Structuring a harmoniously socialist society was definitely brought forth on the 4th Plenary Session of the 16th CCCP.The harmonious society is a democratic society under the rule of law,a society based on quality and justice,,and an honest and caring society,and a stable vigorous and orderly society in which human live in a harmony with nature.In present circumstance to structure the harmonious society naturally becomes a common goal all over the nation.As a implement to realize the ruling concept of our Party in a new period,Public policy-making should reflect such a valuable choice accordingly,so it is normally endued with some characters and trends.This thesis mainly discuss what valuable choice of public policy should be for in order to offering a theorectical guide for future development of public policy in the course of structuring the harmonious society. |
