| 摘 要： | 人力资本短缺是中国失业问题的最主要成因，也是解决失业问题的最主要障碍。因此，要治理失业就必须增加人力资本投资。增加人力资本投资对于治理失业的意义主要表现在它有助于：提高产品的竞争力，进而促进劳动力需求增长；扩大劳动输出，从而缓解国内的就业压力；直接减少结构性失业；通过消除“瓶颈性岗位空缺”而增加劳动需求。

| Abstract: | The Shortage of human capital is not only the main cause of China's unemployment issue but also the major obstacle to unemployment treatment. So to solve the problem, the investment of human capital should be increased. Increasing the investment of human capital contributes to raising the competition power of goods and services, increasing the export of labor, reducing structural unemployment and filling bottleneck positions. In this way, it increases labor demands and reduces the pressure of unemployment. |
