| 摘 要： | 通过阐析晚清立宪改革中,台谏中人的许多奏疏是围绕着变封建体制为君主立宪体制这个中心问题展开。指出谏议的内容、性质明显带有近代议会民主色彩、资本主义倾向。台谏中人从君主立宪的角度去维护皇权,当他们看穿清廷假立宪时,群起抗争,掀起台谏风潮,在社会上造成积极影响。他们是一群代表统治阶级中下层拥护、参与宪政改革的中坚力量,应给予恰当的地位和评价。

| Abstract: | In the constitutional reformation in the last period of Qing Dynasty, many memorials to the throne from the imperial censors focused on the problems of constitutional monarchy. These memorials appeared an obvious parliamentary democratic color and a capitalistic tendency. They stuck up for the imperial power from the aspect of constitutional monarchy. When they saw through the fact that the constitutionalism was merely nominal, they united and resisted together, raising a storm of expostulation, which had an active social impact. These imperial censors representing the lower level of ruling class were the backbone elements of supporting and participating in the constitutional reformation. Hence they should be given a just status and evaluation. |
