| 摘 要： | 胡锦涛同志提出“坚持以人为本，树立全面、协调、可持续的发展现，促进经济社会和人的全面发展”，按照“五个统筹”的要求推进改革和发展的科学发展观，是党对社会主义现代化建铲指导思想的新发展，是全面建设小康社会和实现现代化的根本指针。同时有必要从科学发展观的由来、内涵以及牢固树立、认真落实等方面作探讨和论述。

| Abstract: | The scientific development concept of "persist in basing our causes on human beings as the fundamentality erecting the notion of overall, harmonious and sustainable development and promoting the comprehensive development of economies society and human beings" and "generalize the scientific development notion of reform and development according to the Five-Plan-As-A-Whole " put forward by Hu Jin-tan is a new development to the guideline of CPC to the construction of socialist modernization and also the fundamental pointing guideline of building up an overall relatively comfortable society and realizing our modernization. This paper indicates the necessity of exploring and dealing with the origin, inner meaning of scientific development concept and how to set it up steadfastly and spread it effectively. |
