土地整理项目综合效益评价研究——以土默特右旗基本农田整理项目为例

摘    要:土地整理项目综合效益评价对指导土地整理实践工作有重要的现实意义。笔者以土默特右旗明沙淖乡田家圪旦村基本农田土地整理项目为例,从经济效益、社会效益、生态效益三个方面选取18项评价指标构建综合效益评价指标体系;运用层次分析法确定权重,用模糊综合评判法对综合效益进行评价。评价结果表明:项目区取得了较好的综合效益。经与项目验收成果比较,二者基本一致。表明这套评价指标体系和评价方法在土地整理项目综合效益评价和预测中切实可行,可以为以后的土地整理综合效益评价工作提供参考。

Abstract:Land consolidation project comprehensive benefit evaluation has important practical signifi-cance for guiding the practice of land consolidation work. This paper taking Tian gedan Village basic farm-land land consolidation project in Mingshanao township, Tumote Right Banner for example, select 18 In-dex from economic, social and ecological benefits to build comprehensive benefit evaluation index system.Using AHP to determine the weight, Fuzzy comprehensive evaluation method to evaluate the effectivenessof the comprehensive in this paper. The evaluation results showed that, the project area achieved good o-verall efficiency. By comparison with the results of the project acceptance, the two are basically the same,indicating that this evaluation index system and evaluation methods are feasible in the comprehensive bene-fit of land consolidation project evaluation, and in the future can provide a reference for it.
