| 摘 要： | 本文重点研究内蒙古农牧区“基础设施与环境保护服务体系”中的“服务平台”与“农牧民需求”之间的关系，以内蒙古农牧区服务平台的接受者和服务平台的提供者为研究对象，调查并分析这两类人群的基本公共服务需求的差异和对基础设施建设和环境保护平台的满意度的差异。通过借鉴国内外公共服务的成功经验，提出通过发展非盈利组织和建立普及创新型公共电子信息服务网络这两点服务平台的创新提升内蒙古农牧区环境保护基本公共服务。

| Abstract: | The paper focuses on the relationship between service platform and farmers’need in the public serv-ice system of infrastructure and environment protection.The target groups are the receiver and provider of public service in agricultural and pastoral areas.The differences of basic need for public service and satisfaction to infra-structure and environment protection platform between these two groups have been analyzed.By referencing the successful experience of domestic and foreign countries,two innovative advices have been stated.One is to encour-age the developing of NPOs and the other one is to popularize public information service network.Both advices will improve the basic environmental protection service in the agricultural and pastoral areas of Inner Mongolia Autono-mous Region. |
