| 摘 要： | 内蒙古现阶段经济的发展很大程度上依赖于对煤炭资源等自然资源的开发与利用。同时内蒙古资源开发地区也是少数民族聚居区,居民主要以牧民为主,在煤炭资源开发的过程中,其他利益主体难以避免的会与当地牧民利益发生冲突。笔者通过研究煤炭资源开发与牧民利益保护的关系,了解准格尔旗煤炭资源开发与牧民利益保护的现实与困境,尝试探索准格尔旗煤炭资源开发与牧民利益保护的模式：在资源开发过程中以包容性增长为核心理念,以短期利益与长期利益相结合作为主线,通过利益共享的机制,实现惠及民生的最终目标。

| Abstract: | At present, the economic development in Inner Mongolia depends heavily on the develop- ment and utilization of the coal and other natural resources. Meanwhile, the resource development areas are also the minority inhabited areas where most of the residents are herdsmen. Therefore, it is inevitable that the interests of other stakeholders will conflict with that of the local herdsmen in the development of coal resources. Through researching the relationship between the exploitation of coal resources and the pro- tection of the interests of herdsmen as well as comprehending the rea!ity and dilemma in developing the coal resources in Zhungeer Qi and protecting the interests of herdsmen, the author puts forward the model of dealing with the relationship between the development of coal resources and the interest protection of the herdsmen： with the core concept of inclusive growth in the development of resources and the mecha- nism of sharing benefits, combined with the main line of the short-term benefits and long-term interests, the ultimate goal is to benefit all the people＇s livelihood. |
