| 摘 要： | 在跨入21世纪之际，贫困正在以不同的新形式出现和积累，而通过建立和完善适应市场经济要求的有中国特色的反贫困机制能起到明显推动反贫困战略的实现和遏制“返贫”现象。笔者探讨了构建政策导向机制、资金投入机制、政府支持机制和市场化反贫困机制，以有效地应对新时期不同形式的贫困，实现未来中国经济的持续协调发展和社会的稳定。

| Abstract: | China has entered the 21st century, but poverty is emerging and accumulating in different forms. Setting up a mechanism against poverty with Chinese characteristics which is able to meet the demand of the market economy will no doubt help carry out the strategy against poverty and prevent poverty from coming back. This paper discusses the setting up of a policy oriented mechanism, a capital input mechanism, a government supported mechanism, and a market based mechanism against poverty, which will effectively deal with poverty in different forms in the new era and will bring about the sustainable development of the Chinese economy and stability of the Chinese society. |
