| 摘 要： | 实行及时有效的行政监督,是民主政治的一个重要体现,它对于保障公共行政决策和执行的合法合理具有极为重要的意义。有鉴于此,我们必须要从十个方面完整理解行政监督的内涵,明确实行行政监督的五个必然性,懂得完善行政监督需要以权力制约权力、以权利制约权力、以社会制约权力和以道德制约权力。
