| 摘 要： | 我国民主政治建设经历了漫长的发展时期，到十六大，江泽民把发展社会主义民主政治、建设社会主义政治文明确定为全面建设小康社会的一个重要目标。这是我国社会主义发展的必然趋势和现实需要。建设中国特色的政治文明，必须坚持党的领导、人民当家作主和依法治国的有机统一，加强对权力的制约和监督．扩大公民有序的政治参与。

| Abstract: | The democratic and political construction has experienced a long developing period. At the 16th National Conference of the Chinese Communist Party, Jiang Zeming determined the development of socialist democratic politics and the construction of the socialist political civilization as an important goal of all-round relatively comfortable society, which is an inexorable trend and realistic need in the socialist development of China. In the construction of the political civilization with Chinese characteristics, we must adhere to the Party's leadership, and the people are the masters of their own country and we should manage the state affairs according to law, the above-mentioned three points of which must be an organic unification. In addition, the restraint and supervision of power must be strengthened, while the orderly political participation of citizens must be extended. |
