| 摘 要： | 我国的民族法制建设已形成一个基础的框架体系，但存在以下问题：民族法制建设观念过于保守；立法技术落后和法律协调机制不健全；民族法规的执法监督机制远未形成。加快民族经济发展的法制建设的三个关键是：民族法制观念由注重政治功能转为注重经济功能，经济立法成为立法中心；立法技术由笼统、简单，中央立法层面的稀缺和法律规范部分的缺失到立法的细化、完备、针对性强的技术提升以及协调机制的确立；完善执法监督机制。

| Abstract: | The national legal system construction in our country has formed its basic framework, but there are the following problems： the concept is conservative, its legislative techniques backward, its legal coordinating mechanism unhealthy and the law enforcement supervision mechanism far from mature. Therefore, in order to fasten the construction of legal system of national economic development, there are three key issues： first, the concept of national legal system should transfer its focus from its political function to that of the economic and economic legislation should be the basis; second, the legislative techniques should be promoted from the general, simple and incomplete at the central government level to that of the detailed, complete and pertinent; third, the law enforcement supervision mechanism should be perfected. |
