| 摘 要： | 教育财政为教育的发展和完善提供了必要的物质保障,做出了很大的贡献,但也不可避免地在发展中显现出其内在的矛盾与问题。这主要表现在科学调控配置教育资源、教育财政公平与效率、教育财政制度进程中民主化与制度化等方面。在思索这些问题的基础上,对新世纪教育财政的发展目标与政策取向作了分析与展望。
