| 摘 要： | 我国学者对耕地保护问题研究涉及的面很广泛，从耕地价值的内涵入手，对耕地保护制度体系的构成、影响因素、所涉及的主体行为分析、制度存在的问题、“政策失灵”的原因等进行研究。但是，目前的研究总体缺乏实证分析和定量研究方法，大部分停留在定性研究的层面，同时研究大多只关注了耕地保护制度的正式制度和实施机制，缺乏对其根基的探讨，使得现有的研究不够深入和透彻。因此今后应加强耕地保护制度设计，耕地的生态、社会以及对后代的价值等方面的评价和核算。

| Abstract: | The study about the farmland protection has involved in very broad field in china. This article begins from the connotation of arable land, studies the reasons for cultivated land protection system, system composition, influencing factors, the principal behavior involved, system problems and ＂policy failure＂. However, the majority of the current study of the overall lack of empirical analysis and quantitative research methods remain in the qualitative level, while most of the cultivated land protection system is only concerned about the formal system and enforcement mechanisms, deficiencies over its foundation discussion, adding to the existing not in - depth and thorough research. Therefore, we should strengthen farmland protection system design, land of ecological, social, and the value to the descendants and so on to make evaluation and accounting. |
