| 摘 要： | 城市化离不开城市治理。住房和卫生条件的改善．是近代英国城市治理的重要组成部分。在住房和卫生条件的改善问题上,英国经历了一个从自由放任、城市自治的混乱无序的状态到政府通过立法干预、依法治理的转变过程,取得了明显的成效,反映出城市治理的复杂性和在城市治理中政府的宏观指导作用。

| Abstract: | The relationship of citilization and city administration is inseparable. The improvement of housing and health has been an important part of England's Modern times city administration. During the course of the improvement of housing and health condition, at the beginning ,English government hadn't formal policy, but this brought chaos, and English government formulated the law and at last gained obvious achievement.From this, we can conclude that city administration is complex and the macroscopic guiding of government during the city administration. |
