| 摘 要： | “企业化政府”和“政府企业化”是两个完全不同的概念。在中国现代化的起步阶段，地方政府企业化对地区经济发展确实起到了巨大的推动作用，然而，随着市场经济的发展和改革的不断深入，其负面效应也逐渐凸显出来。地方政府企业化形成的原因主要有：分权化的财政体制与以政府为主导的经济发展模式相结合、地方政府财政危机、GDP导向的绩效评价体制、片面的发展观和不完善的监督体制。破解之策是要进一步完善财政体制和绩效评价体制，进一步发展基层民主。

| Abstract: | Enterprise government and government corporatization are two completely different concepts. In the elementary stage of modernization in china , government corporatization played an important role into local economic development, but with the development of economy and depth of reform, the negative effects graduaUy appeared. The reasons of government corperatizafion are： decentralization of financial system combined with economic development mode leading by government; financial crisis of local government; GDP oriented performance evaluation system; one-side view of development; imperfect supervision system. The ways to resolve this problem are： improving financial system; improving performance evaluation system; developing local democracy. |
