| 摘 要： | 聂荣臻是新中国国防科技事业的卓越领导者。他参与主持制定和实施了＂十二年科学规划＂,亲自主持制定了＂科学工作十四条＂,直接领导了＂两弹一星＂的研制并取得成功,体现出卓越的科技管理才能。分析其科技管理成功的原因,主要包括：中央高层领导的有力支持;科学家的直接参与和奉献;聂荣臻的独特经历和科学管理方法以及贯彻执行正确的知识分子政策等。

| Abstract: | Nie Rong-zhen is an excellent leader of New China′s national defence science and technology career.He participated in taking charge of formulating and implementing ＂12 years′ Programs of Science and Technology＂ and ＂14 programs of scientific research＂ and he led straight developing ＂Two bombs and one satellite＂ and succeeded.The main reasons of his success in management of technology are those,such as the energetic support from the high leaders of Chinese Central Communist,scientists′ participation and dedication,and Nie Rong-zhen′ s own special experiences and his carrying out right policy of intellectual etc. |
