| 摘 要： | 在高校内部构建和谐的行政权力与学术权力的关系，是深化高校管理体制改革、建立现代大学制度的重要内容。由于种种原因，我国高校管理中行政权力与学术权力关系中存在行政权力泛化、权力界限模糊、职责分工不清等诸多问题。为了建立高校行政权力与学术权力的和谐机制，应加强以提高效率为中心的法制化、规范化的组织制度建设；重视大学学术活动特点，充分发挥学术权力在决策、管理中的作用；完善民主管理，发挥各种利益群体的作用；借鉴国外高校管理经验，探索适合我国高校特点的管理模式。
