| 摘 要： | 中国西部的大部分地区是民族区域自治地方，因此西部大开发主要是对西部民族自治地方的开发。国家在制定西部大开发的优惠政策时应重点考虑西部民族自治地方的具体情况，民族自治地方也应当结合各自的实际，相应制定特殊政策和灵活措施来保证中央政策的贯彻落实。为此，必须重视中央政策和自治权之间的相互协调。目前，针对中央正在制定的优惠政策，民族自治地方应抓紧做好各自相应配套政策的制定工作。其中对中央政策的具体化和适当补充是主要方面，此外在特殊情况下还应当考虑对中央政策的变通问题。其主要方式是依法制定地方特殊政策或单行条例。

| Abstract: | As most of the western regions of China are national autonomous areas, the development of western regions mainly refers to the development of these areas. When formulating preferential policies concerning the development of western regions, our country should attach great importance to the real conditions of these national autonomous areas. In the light of the local conditions, the autonomous areas should also formulate special policies and flexible measures to ensure the implementation of the policies of the central government. That is why the coordination between the policies of the central government and the autonomy should be paid much attention to. Nowadays, the central government is making preferential policies. In view of this situation, the national autonomous areas should pay close attention to formulating their own auxiliary policies. Main efforts should be made in the areas of substantializing policies of the central government and supplementing their own. In addition, they should make appropriate adaptations in the light of special conditions. The main methods should be formulating special local policies and specific regulations. |
