| 摘 要： | 建设创新型国家，是党中央、国务院做出的关系全局的重大战略决策。高等学校作为知识生产和传播的基地，具有人才培养、科学研究和社会服务等多种功能，是建设创新型国家进程中不可替代的、日趋显著的基础和生力军。构建创新型大学的关键在于培养创新型人才和推进科技创新。

| Abstract: | Constructing the innovative country is a great strategic policy which made by the Central Party Committee and the State Council. The higher school as the base of knowledge-producing and spreading have many kinds of functions such as talent training, scientific research and society service. The higher school is the foundation and prominent forces during the construction of the innovative country which cannot be irreplaceable. The main task of innovative university construction is to train innovative talents and promote scientific and technical innovation. |
