摘    要:高校基层教学管理队伍建设滞后是目前制约高校教学管理质量的主要原因之一,如何建立有效的人才选拔、人才培养机制、学术管理机制和考核评估机制,实现基层教学管理队伍的专业化和职业化,既是高校教学体制改革的需要,也是现代高等教育发展的基本要求。

Abstract:The lags of the construction of staff that at the level of basic teaching management in university is one of main reasons which restrict the quality of university teaching management at present. It's a need to the reform of the teaching system in university and the basic demand of the development of the modern higher education that how to set up a effective mechanism of talent choose, personnel training, academic management and the mechanism of examine and assessing, then realize the specialization and professionalism of the teaching management staff at the basic level.
