| 摘 要： | 民国曾一度试行蔡元培先生推行的大学院和大学区制度，虽然时间不长即被废止，但在中国教育行政发展史上却不可谓不是耀眼之处。由于推行大学院制度的理论基础是蔡元培的教育独立思想，因而我们在探寻大学院试行又很快被废止的原因时，不能不把着眼点集中于这一思想，并归于其存在的缺陷，然而最根本的原因却是中国落后的社会现实和国民党的反动统治。

| Abstract: | Although the system of university council as advocated by Mr. Cai Yuanpei in the period of the Republic did not exist long before its termination, it played an important role in the development of China's educational administration. As the theoretical basis of the system of university was born out of Cai Yuanpei's concepts of independent education, it seems highly appropriate for us to pay special attention to those concepts while probing into the establishment of the system of university council and the causes for its almost immediate termination. |
