| 摘 要： | 通过对广东省2005年分县数据的定量研究发现，转移支付显著地刺激了县级财政增加对教育和行政管理费的投入，产生了收入效应。这种收入效应在教育支出上的表现比对行政管理费更明显，说明县级政府的预算内财政支出，更偏好于教育而不是行政管理费。这一研究结果表明，在强调政绩的晋升激励机制下，县级财政支出安排会优先满足基本公共服务需求，而不会过分追求行政管理费的支出最大化。

| Abstract: | Employed quantitative research method,based on the county level data in Guangdong province,the paper argue that fiscal transfer significantly stimulate the county level finance to increase the expenditure on the education and administration.This type of income effect is more distinct on the education than on the administration,which means the preference of the county governmental in-budget expenditure is not the administration but the education.This finding indicates that County governments' expenditure priority is not to maximize the administration fee excessively,but to meet the needs of basic public services in the context of current political promotion tournament in China. |
