| 摘 要： | 日本对华实行ODA的背后有着深刻、复杂的政治和历史背景,并非只是单纯的经济援助,也不可能去政治化。ODA政策从无到有,从给予到削减都是其经援政治化的表现,日本利用对华的经济援助来实现其政治目的是必然的。解决问题的关键在于中国该如何正确应对,趋利避害,从而使双方实现互惠。
