企业技能大师聚集现象、成因及启示——以历届中华技能大奖和全国技术能手获得者为例

摘    要:通过抽取1995-2018年间3539位中华技能大奖和全国技术能手所在组织单位的前30%,即481家组织单位做人才聚集分析发现,技能大师群体呈现明显的组织聚集现象,30%的企业组织聚集了81.4%的技能大师。究其缘由,完善的高技能人才培育机制、健全的技能人才考评机制、高效的激励机制、科学的管理机制和优越的内部环境是企业吸引与聚集技能大师的关键要素。因此,注重发挥企业在技能大师培育方面的重要作用,不断优化企业人才环境和组织机制,将有助于企业高端技术技能人才队伍建设工作。

Abstract:By extracting the 3539 Chinese Skills Awards and the top 30%of the organization units where the national technical experts belonged from 1995 to 2018,it is found that the group of highly skilled masters presents an obvious phenomenon of organizational gathering,and 30%of enterprises have gathered 81.4%skill masters.The reason is that the perfect cultivation mechanism of high-skilled talents,the perfect evaluation mechanism of skilled talents,the efficient incentive mechanism,the scientific management mechanism and the superior internal environment are the key factors for enterprises to attract and gather the skill masters.Therefore,paying attention to the important role of enterprises in the cultivation of skill masters and constantly optimizing the talent environment and organizational mechanism of enterprises will be conducive to the construction of highend technical skills talent team of enterprises.
