| 摘 要： | 电子政务的发展在我国建设过程中普遍存在流于形式、无法深入基层的问题。这主要是因为,政府中大多数领导或者非领导职务的公务员对电子政务之于依法行政重要性的认识浮浅,行政公开制度又缺乏法律制度保障所致。本文试图从法律的角度论证电子政务之于行政公开的重要性;同时,以小见大的从保证电子政务的角度探讨保障行政公开的法律构建。

| Abstract: | The publicity of government information is an important embodiment of the rule-To make the administration publicity. One of the main path to make government information public is the electronic government affair. There are some problems as formalism and no grass-root in the process of our government informationalization. The reasons for these problems are the leaders having no cognitions of the electronic administrative affair and the lack of the law. |
