摘    要:我国贫困地区人力资源丰富,但人力资本存量和开发不足,产出效益较低,科技素质不高,且缺乏有效流动,这是落后地区经济发展的障碍.反贫困的职业教育必须实现投资主体的多元化;必须合理设置专业,体现实际、可实施及反贫困的效用原则,并在教学时间上讲求灵活和富有弹性;必须坚持能力本位,注重综合素质提高,并建立终身职业教育体系,推动贫困地区人力资本的可持续发展.

Abstract:The human resource is abundant in poverty region in China,but there are many obstacles which restrict the economic development in poverty region,such as the insufficiency of the disposit and development of human capital,low production efficiency,low scientific quality and the lack of effective flow.The anti-poverty vocational education must achieve the plurality of investment subject;set up specialty reasonably,embody the effective principles of practicability,implementability and anti-poverty,and pay attention to the flexibility and elasticity of teaching time;persist in competency-based orientation and the enhancement of comprehensive quality,etc.
