| 摘 要： | 从标准化评估到个性化诊改的质量管理手段转换,从学校具体工作到制度建设的质量管理内容转变,均体现了政府对高职院校赋权增能的理想初衷。实践中政府以规训方式指导学校诊改,学校在迷茫中被动完成诊改任务。赋权增能的异化导致诊改政策的贯彻实施困难重重,其根源在于相关诊改主体之间沟通行动的扭曲。赋权增能的回归需要政府和学校借助沟通理性缓解工具理性和价值理性的冲突,营造包容支持的政策环境,形成持续改进的质量文化,搭建自由平等的协商机制。

| Abstract: | The transformation of quality management means from standardized assessment to individualized diagnosis and reform,from the specific work of the college to the quality management contents of system construction,reflects the original intention of the government to empower higher vocational colleges.In practice,the government guides diagnosis and reform in a disciplined way,and the college passively completes the task of diagnosis and reform in confusion.The alienation of empowerment leads to many difficulties in implementing the reform policy,which is rooted in the distortions of communication actions among the relevant reform subjects.The return of empowerment requires the government and colleges to alleviate the conflict between instrumental rationality and value rationality by means of communication rationality,create an inclusive and supportive policy environment,form a continuous improvement of quality culture and build a free and equal consultation mechanism. |
