| 摘 要： | 本文认为，高等学校的管理有行政管理和学术管理。高校行政管理的主要特征是科层化、法制化、专业化和专门化；与政府行政管理追求效率与公平，以公平为主不同，高校行政管理追求效率与公平，以效率为主。高校学术行为主要特征是自由性和探索性，其管理的主要特点是民主性与科学性。

| Abstract: | In this paper,it thinks the management in higher learning institutions is made up of both administrative and academic ones.The features of the administrative management are of legalizafion and specialization which differ from the governmental administration pursuing the efficiency and fairness especially with the fairness,as a focus and the school administration stressing the same,but with the efficiency as a core .the academic act in universities is freedom and exploration,The characteristics of which is characterzed with democracy and science in terms of its management. |
