| 摘 要： | 为了赢得冷战的胜利，美国政界可谓绞尽脑汁，召集各色人才出谋划策，制定了系统、全面的对苏战略。苏联作为冷战的一方，为了应对美国的挑战，也制定了相应的战略计划，但是在冷战期间苏联的冷战战略始终是以军事对抗为中心，很多战略决策的出台往往缺乏精密的推敲，最高领导人依个人所好制定战略决策，政策缺乏连续性，导致针对性不强。苏联的最终解体与苏联在冷战期间的战略失误有不可分割的关系。

| Abstract: | In order to win the Cold War,American government made decent efforts by recruiting talents making systematic and integrate strategies. As another party, the former Soviet Union also made corresponding plan. However, their strategy, focusing on military competition, was lack of delicate consideration as a result of the leaders＇ personal preference with inconsistent policy. The strategic failure is one of the factor for the final disintegration. |
