| 摘 要： | 社会发展的和谐状态一直是人类永恒追求的理想目标，古今中外的思想家们莫不以此为标准，提出了各种形式的和谐构想。但是，公共权力本身具有的特性，使得权力的腐败成为可能，而权力如果失去制约、监督。则使腐败的可能性转变为现实。权力腐败成为影响和谐社会构建的重要因素之一。面对权力的腐败，我们必须以权力制约权力，用制度的力量规制权力的行为。

| Abstract: | The harmonious state of social progress is the eternal perfect goal of human being all the while. The thinkers at all times and in all over the world have it the standard, and put forward a great variety of visualizing about harmoniousness. But the specialties of the commonality power make the corruption possible. If power is without restricting and supervising, and corruption will come true. Facing the power corruption,we have to choose to restrict power with power, to restrict the action of power with the strength of system. |
