| 摘 要： | 美国是世界上最大的官方发展援助国,自二战后向非洲国家提供了大量的经济援助,并以此影响受援国的对外政策,以达到服务于美国对外政策目标。随着非洲战略地位的提升,应付新兴国家的挑战与竞争,美国有必要进一步巩固发展与非洲国家的关系,并把对非发展援助放在其外交战略中更加重要的位置。

| Abstract: | The United States of America is the biggest officially supported aid-giving nation that has been aiding African countries economically since the Second World War. In this way, they affect the diplomacy of the nations being aided, in favor of America＇ own policy goal： Con- sidering the uprising of Africa＇ s strategic position and coping with the challenges and competition from new powers, America needs to strengthen and develop their relationship with African countries and hence they put the issue of aiding Africa at a more salient position in foreign diplomacy. |
