新时代民族团结进步教育的内涵、功能及路径

摘    要:在习近平新时代中国特色社会主义思想的指引下,有必要深入探讨新时代民族团结进步教育的内涵、功能与发展路径。从内容、目标、对象三个角度,可以基本明确民族团结进步教育的理论内涵。民族团结进步教育的内容包括中华各民族的民族问题、民族关系、民族文化知识和科学文化知识;民族团结进步教育的目标包括"团结"和"进步",二者互为倚靠、不可偏废;民族团结进步教育的对象是全体受教育者,而不仅仅是少数民族受教育者。民族团结进步教育应当强调国家观念以及人类命运共同体意识,而不应仅仅针对某个或某些特定的民族。民族团结教育的核心功能主要表现在"文化""德化""教化"三个方面。"文化"功能是指通过民族团结进步教育促进各民族科学理性水平的提升;"德化"功能是指通过民族团结进步教育开展思想政治教育,促进各民族情感、信念和意志的变革;"教化"功能是指通过民族团结进步教育促进各民族的自立自强和自我创新。随着形势的发展,民族团结进步教育面临"文化"相对薄弱、"德化"有待加强、"教化"有待提升等挑战,应从解决语言问题、物化问题和普遍问题三方面着手和用力,有效推动民族团结进步教育的发展。

Abstract:Under the guidance of Xi Jinping’s thought of socialism with Chinese characteristics in the new era,it is necessary to deeply explore the connotation,function and development pathway of the education of national unity and progress. From the perspectives of content,goal and object,we can fundamentally clarify the theoretical connotation of the education of national unity and progress. The contents include ethnic affairs,ethnic relations,cultural knowledge and scientific and cultural knowledge of all Chinese nationalities. The goals include "unity"and "progress"and both of them rely on each other. The objects include all educated people,not just those of ethnic minorities. The education of national unity and progress should emphasize the state and the community of shared future for mankind,not just aimed at one or some specific ethnic groups. Its core function is mainly manifested in "civilization","moralization"and "indoctrination"of all nationalities respectively,such as raising the scientific and rational level,changing in emotions,beliefs and wills by carrying out ideological and political education and promoting self-reliance and self-innovation. As the situation develops,the education of national unity and progress is facing new challenges in the above three functions. It should be focused on solving language problems,materialized problems and common problems.
