| 摘 要： | 在社会保障的效率与公平兼顾上人们达成的共识是：公平必须以效率为基本前提，公平与效率都是多层次多含义的目标体系，公平与效率兼顾应具有不同的要求。目前我国社会保障体系运行的现状显示，社会保障既难以实现社会公平的要求。也难以实现效率的目标。效率与公平难以兼顾。要实现效率与公平兼顾．当前在制度设计方面，一是要确定适宜的社会保障目标，二是着手完善社会保障体系内各部门之间协调与配合的制度安排。三是重视社会保障自身效率的提高。

| Abstract: | On the basis of considering both efficiency and justice for social ensuring,it is well recognized that justice must take efficiency as its basic premise, both justice and effiiency are the objective system of multi-level and multi-connotation,and that different requirements are necessary for justice and efficiency.The present situation of social ensuring system in China indicates that it is difficult to realize either social justice or efficiency at the same time,i.e.,giving consideration to both of them is virtually impossible.This paper puts forward some strategies toward this issue. |
