| 摘 要： | 在我国现阶段，确立农民素质教育优先发展的地位，是农村经济和社会发展的一种理性的战略抉择；在市场经济和知识经济的背景下，无论是从宏观、中观还是微观的角度考察，农民素质都是制约农村经济和社会发展的前提条件和根本性的因素。要继续提高认识，加大投入，发展教育，全面改善和提高农民素质。

| Abstract: | Putting first the farmers' quality education is a rational strategy for the development of the rural economy and society in our country. In the context of market economy and knowledge economy, whether in macro, or medius, or micro perspective, the farmers' qualities are the prerequisites or essential factors for the development of the rural economy and society. Great efforts, therefore, should be made to enhance our awareness, to make more investment in education and to develop farmers' qualities. |
