| 摘 要： | 随着我国农村经济的发展和人口老龄化程度的加剧,农村社会养老问题逐渐凸显,而关于政府在其中的责任定位问题,当前学界有政府主导和政府、市场、企业、个人共同承担两种看法;在今后农村养老模式的选择上,有普惠制和自我养老和家庭养老相结合、辅之以社会支持,以及分群体特征进行制度设计三种模式.而要将研究进一步引向深入,最为根本的就是深入社会,加强实证研究,从农民的实际需求出发确立政府在农村养老保障中的有限责任.

| Abstract: | With the economic development of the rural economy and the increasing aging problem,the endowment for the old has become a serious problem.However,views on governments' responsibility in this regard have been divided.There have been three suggestions the future mode for insurance for the old: the universal coverage of the social insurance,the combination of self,family and social support,and differed measures for different groups.The author agues that government policies should be based on empirical studies... |
