摘    要:诠释的旨趣在于更好地理解与解释,将政策视为文本形成了政策研究方法论的诠释取向,探究政策文本的诠释学分析路径是发挥诠释学方法在政策研究中应用价值的必然要求。基于诠释学理论的演进历程提炼出“作者”“文本”“读者”三个诠释学分析要素,结合政策特质以“政策制定者”“政策文本”“政策受众”为三个支点建立教育政策文本的诠释学分析框架,并提出从教育政策制定者行动理解文本意义、从教育政策受众行动阐释文本意义的两条分析路径,进而选取我国《规划纲要》与“双减”等政策文件进行应用分析。研究表明,将诠释学方法引入教育政策研究,不仅可以探明教育政策意义的传递逻辑,揭示阻碍教育政策共识达成的原因,还可以实现对教育政策意义的深入理解,促进教育政策实践。

Abstract:The purpose of interpretation is to better understand and explain. Considering policies as texts forms the interpretational orientation of policy research methodology. Therefore, exploring the hermeneutic approach to policy text analysis is an inevitable requirement for the application of hermeneutic methods in policy research. Based on the evolution of hermeneutic theory, three hermeneutic analytical elements of "author", "text" and "reader" are extracted. Combined with the characteristics of policy, a hermeneutic analysis framework of educational policy text is established with "policy maker", "policy text" and "policy audience" as three fulcrums. Two analytical paths, including understanding the text meaning from the actions of educational policy makers and interpreting the text meaning from the actions of educational policy audiences, are proposed. Policy documents such as the National Medium- and Long-Term Educational Reform and Development Guideline (2010-2020) and "double reduction" policy are selected for application analysis. Research shows that introducing hermeneutic methods into educational policy research can not only find out the transmission logic of the meaning of educational policy and reveal the factors hindering the consensus on educational policy, but also realize the in-depth understanding of the meaning of educational policy and promote its implementation.
