| 摘 要： | 为了理解英国高等教育认证制度的今天和明天的变革,本研究聚焦于该制度的形成.英国高等教育认证制度模式是"立法创制、行政独立".在一种教育生产函数理论的指导下,我们还发现,英国高等教育认证制度形成的主要因素是它的文化传统、政治和国际环境等因素.
