摘    要:中国教育问题已经成为一个公众关注的社会焦点问题,其核心又指向教育行政权力太大的问题.教育行政权力应该有其边界,主要包括法制边界、专业边界和价值边界.由于法制不完善、教育行政体制缺陷以及公众参与决策机制不完善等原因,中国教育行政权力很容易逾越法制边界、专业边界和价值边界.为此,需要完善教育法制,改革教育行政体制,增强教育行政的法制化、民主化和科学化.

Abstract:A number of problems in China’s education are caused by the power of education administration.Clearing the boundaries of educational administrative power is the key to promote education administration functions,to enhance the effectiveness of educational administration,and to promote the education development.In this paper,the power boundaries of education administration are summed up as the law,the professional and the value,and the three aspects are analyzed in order to provide a theoretical basis for educational administration reform.
