| 摘 要： | 在清政府新朝鲜政策形成和实施的过程中，驻日公使何如璋是一个关键性的人物。他的对朝外交思想和实践，直接导致了《朝美通商条约》的签定，从而对朝鲜乃至东亚的局势都产生了深远的影响。与此同时，何如璋的外交思想和清政府的新朝鲜政策，又具有介于传统与现代之间的过渡性特征，其成败得失都与此密切相关。

| Abstract: | He Ruzhang is one of the keymen in the making of Late Qing's New Korea Policy. His thought and practice about the policy toward Korea has resulted directly in the signing of the Commercial Treaty between Korea and America, and influenced the situation of Korea and the whole East Asia. The diplomatic thought of He Ruzhang and the New Korea policy of Late Qing takes on the transitional character between the tradition and the modern, to which its success and failure are both related. |
