| 摘 要： | 民本是君主专制时代提出的政治思想,具有封建社会特质,这是它的历史局限,因而许多人认为它是维护君主专制的工具。然而,民本思想的创立有其固有的价值,不过是在运用过程中沦为工具。随着西方民主思想的传播,民本成为接受民主思想的支点,但中国民主进程的推进致使传统民本思想已逐渐丧失其影响、整合社会的功能。日益严峻的现代困境促动了民本思想的现代转换,而民本思想与民主思想之间的会通又为此转换提供了条件。要从完善人大制度、培育现代公民文化、社会主义民主的制度化与法律化等方面加快传统民本思想的现代转换以推进社会主义政治文明建设。

| Abstract: | People-oriented thought was a political thought presented in the autocratic monarchy era. It has some feature in the feudal society. That is its historical limit. Thus many people think it is a tool to maintain the autocraticmonarchy.However, the establishment of the people-rooted thought has its intrinsic value, but itbecomes a kind of tools in the using course. With the transmission of the western democracy thought, the people-rooted becomes the pivot to accept the democracy thought. But,the development of China＇s democratic process makes the traditional people-rooted thought lose its influence and the function to integrate society. The sharp modern plight actuates modern transformation of the people-rooted thought. The intercommunication between the people-rooted thought and the democracy thought provides condition to this intercommunication. In order to accelerate the modern transformation of traditional people-rooted thought and promote the construction of socialist political civilization, these measures such as improving the system of National people＇s Congress, cultivating the modern civil culture, the institutionalization of socialist democracy and the legalization of socialist democracy and so on should be carried out. |
