| 摘 要： | 从伦理学视角来看，“高薪养廉”并未能从人的内在道德体系中遏止腐败，反而在现实中容易陷入越“养”越“腐”的怪圈。腐败产生的原因是道德信仰的扭曲与离散，是政治信仰的缺失与崩溃，是政治责任的漠视。只有从内在的道德体系入手提升官员的道德认知，坚定官员的道德信仰和政治信仰，才能从根本上置“腐败”于绝境。为此，我们应该从社会道德氛围及官员的伦理道德培训两个方面去着力重构官员的道德信仰，遏制腐败的滋生和蔓延。

| Abstract: | Looking from ethics angle of view, Honesty paid has not suppressed the corruption from people＇s intrinsic moral system, instead actually fell into more ＂raised＂ and more ＂spoiled＂ the strange circle in reality. What will then create corruption？ ethics morals, the moral belief distortion and the separate, the political conviction flaw and the collapse, or political liability ignoring. Only from the intrinsic moral system, we promote officials moral cognition, the firm officials＇ moral belief and the political conviction, which can make ＂corruption＂ hopeless. Therefore, we should start with the social morals atmosphere and officials＇ ethics morals to try to restructure official＇s moral belief and stop corruption multiplying and spreads. |
