Abstract:The Creation of the War Advertising Council is usually considered to be the origin of modern Public Service Advertising.The paper makes an Analysis on the Background of the organization's creation.It concludes that the basic reason of WAC's creation was the founders' intention to maintain self-interest of the Advertising Industry.
