| 摘 要： | 清廷预备立宪对清末报业发展意义极其重要。在此期间报界的言论环境有所改善;体现宪政以法治国的报律出台,报律规定了报界应履行义务的同时也赋予报界发展必要的基本权利;报律作为社会规范,它不仅约束报界本身,也对行政权力干涉报界的行为有一定的制约;谘议局的设立,亦成为限制行政力量对报馆干涉的重要政治因素;清政府将官报作为推行宪政的载体,鼓励创办官报,这无异是推动报业发展的官方动员。

| Abstract: | The Preliminary Constitutional movement is extremely important to the development of the press in the late Qing Dynasty.During this period,a series of press laws were drawn up and enacted.Consultative Council system has become an important political factor limiting government interfering in newspapers.In addition,Qing government regards press as a carrier to improve the Preliminary Constitutional Movement. |
