| 摘 要： | 在公共治理理论视野下审视政府公共图书馆的效率低下，民营图书馆和公共图书馆并存的局面，对我国图书馆管理体制的创新具有重要启示。治理的要义就是要采用各种方式将自治机制融合到政府公共图书馆以提高效率，并与民营图书馆和谐共处。通过阅读《图书馆治理的比较制度分析》等文献，本文进一步指出凸显民主，强调自治是贯穿中国图书馆管理体制创新和理念创新的一条主线。

| Abstract: | Researching the low efficiency of public libraries, coexistent form of non - government librar-es and public libraries upon the perspective of public governance theory gives us important inspiration for the innovation of library management system. Taking self - governing mechanism to public libraries to improve efficiency by various ways and coexisting with non - government libraries harmoniously is the substance of governance. By reading the literature such as Comparative Institutional Analysis to Library Governance, the author states further that giving prominence to democracy and emphasizing self - government is the main line throughout the innovation of Chinese library management system and management idea. |
