| 摘 要： | 本文指出当前制约湖南地市党校图书馆发展和服务创新的主要因素：观念淡薄、精神缺失、经济资源服务资源奇缺等。提出了可行性对策：转换观念，重塑图书馆精神；加强对图书馆的重视、创设好服务环境；中大投入，扩大和改善服务资源，尤其是信息资源和人力资源，夯实服务基础；转变服务观念，创新服务方式等。
