| 摘 要： | 通过许可协议授权许可使用电子资源,已经成为图书馆和出版者进行电子资源交易的重要方式,但其对所有电子资源交易的必要性正在受到质疑。美国SERU项目提供一个可以用来代替许可证协议的机制。SERU声明表达了共享电子资源共识,包括内容提供者、订购机构和授权使用、电子内容性质、资料的使用和不当使用、隐私和保密、联机性能和服务提供、存档和永久使用等方面内容。SERU模板在电子资源交易中的广泛使用,通过减少双边许可谈判的费用,使出版者和图书馆双方受益。
