| 摘 要： | 通过对我国图书馆事业的系统结构布局和事业单位体制特点进行分析,认为目前的这种事业单位体制是许多图书馆事业问题产生的根源,在目前的国家政策环境和体制环境下,基于体制改革政策许可和社会政策环境现实的图书馆事业改革,只能是渐进的和体制内的探索和创新。

| Abstract: | The paper analyzes the librarianship's system structure arrangement and the non-governmental organization's characters,realizes that the system itself is the source of those questions,in the condition of modern national policy and system,we can only gradually search and innovate the way to solve those questions according to the system based on reformation policy and social policy circumstance. |
