| 摘 要： | 十八世纪至十九世纪中期，英国民间各种类型的小型图书馆、读书会、租书店俯拾皆是，形成了促进与推动公共图书馆产生的社会基础，也使公共图书馆的出现成了历史的必然。正是在这种日益增强的民众阅读需求的推动下，世界上第一个由国家政府颁布的公共图书馆法在英国问世，使所有的纳税人均能平等地享受免费阅读的机会。本文追溯了英国公共图书馆产生的背景与过程，并分析和总结了其重要的历史意义和深远的社会意义。

| Abstract: | From the 18th century to the middle of the 19th century,a plenty of small libraries scat- tered all over England.Promoted by the strong public reading requirements,the first national public li- brary act was issued in 1850 in England and Wales,under which all the ratepayers could gain the free opportunity for reading equally.This article retrieves the background and process of the establishment of the libraries and concludes its significance and profound influence on the cultural and social development. |
