| 摘 要： | 文章指出了在图书馆建设面临政府责任缺失和市场体制不完善的条件下，社会力量可作为参与图书馆建设的一种重要力量。进而论述了各种社会力量（非营利性组织、群众团体、企事业单位、志愿者以及海外华人华侨等）在费金投入、图书捐赠、人员支持、制度建设等方面参与图书馆建设事业的支持；并得出了社会力量以其资金多样性、覆盖广泛性、参与热情性的优势而成为实现与图书馆建设共赢的一种新型力量和新型模式这一学术观点。
